The bill, which had been in the National Assembly for years, was first introduced in the 9th Assembly, May 2023, but failed to secure presidential assent before the end of the previous administration under President Muhammadu Buhari. Despite the university’s establishment in 2014, the formal legal backing was long-awaited.

In August 2023, the bill, reintroduced by Senator Joel-Onowakpo Thomas, representing Delta South, swiftly gained support in both the Senate and House of Representatives. It passed its second and third readings in November 2023.

Senator Onowakpo highlighted the bill’s importance for the people of the Niger Delta, where access to quality education has long been limited despite the region’s vast contributions to the nation. He stressed that the university will provide essential educational opportunities and further boost economic growth in the region.

The signing of the bill has been hailed as a victory for the people of the Niger Delta, with many thanking Senator Onowakpo for his tireless efforts.

The Senator was praised for his role in navigating the legislative process, ensuring the bill’s successful passage.

Acknowledgements were also extended to key stakeholders, including Julius Pondi, Member of the House of Representatives; Government Ekpemupolo (Tompolo); and others who played instrumental roles in the campaign.

The signing was also a fulfilment of a promise made by President Tinubu during a visit to Gbaramatu Kingdom in Delta State.
